DEWA Bill Calculator — Dubai Electricity & Water

Your DEWA bill is more than electricity: slab tariffs, fuel surcharges, the municipality housing fee (5% of your rent), sewerage and VAT all stack up. Enter your consumption and see every line — with the same rates DEWA uses.

1-bed apartment ≈ 500–1,200 kWh; villa in summer can pass 6,000.

DEWA bills in cubic metres since 2025. 1 m³ ≈ 220 imperial gallons.

Sets the Dubai Municipality housing fee (5% ÷ 12). Owners: use the estimated annual rental value; UAE nationals in their own homes are exempt — enter 0.

Fuel surcharges move. DEWA reviews the fuel surcharge monthly (August 2026: 6 fils/kWh electricity, AED 1.10/m³ water) — your bill shows the month's exact figure. Municipality lines (housing fee, sewerage) carry no VAT; DEWA lines do.

The 2026 residential tariffs this calculator uses

  • Electricity (per month, resets monthly): 0–2,000 kWh at 23 fils · 2,001–4,000 at 28 fils · 4,001–6,000 at 32 fils · above 6,000 at 38 fils.
  • Water: 0–27 m³ at AED 7.70 · 27–54 m³ at AED 8.80 · above 54 m³ at AED 10.12.
  • Sewerage (Dubai Municipality): AED 4.40 per m³ in 2026 — rising to ~AED 6.16 in 2027 under the phased increase.
  • Housing fee: 5% of your annual Ejari rent, split across 12 bills.
  • Meter charges: AED 5–7 per meter for typical homes.

Frequently asked questions

Do the slabs reset every month?

Yes. Slab tariffs apply to each calendar month's consumption separately, per meter — a heavy August doesn't push your September into a higher slab.

Are villa and apartment tariffs different?

No — residential slabs are identical. Villas simply consume more (especially A/C in summer), so more of their usage lands in the 32–38 fils slabs.

Why did my bill double in summer?

Air conditioning is typically 60–70% of a Dubai home's electricity. Doubling your kWh can more than double the electricity line, because the extra units are billed in higher slabs.

What is the housing fee and can I avoid it?

A Dubai Municipality fee of 5% of your annual rent (or rental value for owners), collected via DEWA in 12 instalments. It's tied to the property, not your consumption. UAE nationals living in homes they own are exempt.

What are the AED 10 knowledge and innovation fees?

One-time charges when you activate or deactivate an account (move-in/move-out) — they are not part of the regular monthly bill, which is why this calculator excludes them.

Is VAT charged on the whole bill?

No — 5% VAT applies to DEWA's own lines (consumption, fuel surcharges, meter charges). Municipality lines like the housing fee and sewerage are outside VAT.

Why is my sewerage line rising?

Dubai Municipality is phasing in higher sewerage fees for the first time in a decade: 1.5 fils per gallon in 2025, 2.0 in 2026, 2.8 in 2027 (that's AED 3.30 → 4.40 → 6.16 per m³).
